The bill (SF 3504/HF 3708) would allow Xcel to charge customers for new nuclear plant costs without the usual cost controls and checks on spending that currently protect consumers of for-profit utility companies. There's no rush to pass a bill this year without understanding how it will increase the cost of electricity for Xcel's customers.

Xcel says it will spend at least $1.4 billion, but its last nuclear upgrade was mismanaged and ran over budget by more than double.

Consumer groups like CUB and AARP, the Minnesota Chamber of Commerce, representatives of large industry, and environmental advocates all oppose this legislation.

This is an extremely complicated issue, and there are only a few weeks left in the legislative session.

We need more time to develop a solution that will protect the Minnesotans who will pay for whatever is decided. There's no rush to pass a bill this year without understanding how it will increase the cost of electricity for Xcel's customers.

I ask you to take the time to get it right, and to oppose SF 3504/HF3708.
